Planning Shared Space for a Shared Future

Frank Gaffikin, Ken Sterrett, Malachy McEldowney, Mike Morrissey and Maeliosa Hardy have produced A Research Report for the Community Relations Council.

Although this study about planning for shared space in contested cities has relevance for Northern Ireland as a whole, and indeed for other cities and regions fragmented by disputes over identity and territory, its main research focus is on Belfast. It argues that four aspects of planning and urban policy need to change to ensure their more effective contribution to building shared space in that troubled city: (1) clarity of objective; (2) reform of planning regime; (3) clarity of principles; and (4) agreement
of a strategic framework. While elaboration of these is found in the text and reflected in the Executive Summary, the purpose here is to set the scene for the analysis and arguments to follow.
