Chairperson

The Chair welcomed the new committee member Martina Hanna (OFMDFM), Jonathan Ashe who was deputizing for Martin Tyrell (DFP) and Billy Gamble who will be deputizing for Jackie Witherow.  All those present were invited to introduce themselves to the committee

Due to the chairperson only being available until 2.00pm it was agreed that Billy Gamble would chair the meeting after lunch.

1     Conflict of interest:

1.1. Declaration of conflict of interest for meeting

The following members completed and signed a form in relation to items under 7.1 on the agenda:

Clifford Kelly (032296), Brendan Mackin (032288 and 029025), Martina Hanna (032231), Helen Johnston (032138 and 032090), Billy Gamble (032177) and Jim Deery (32284).

It was agreed that members would absent themselves if and when any discussion took place on the assessment of the groups they have a conflict of interest with.

2     Minutes:   

The minutes of the previous meeting held on Thursday 12th May 2011 were agreed.

3     Matters Arising: 

3.1. Project ref no: 002853, National Museums NI:

The following update was noted:

·     The application has been to the Economist and a number of queries on the Economic Appraisal have been answered.  Staff are waiting on final comments from the Economist with a pre-contract check being carried out in the interim period.  The final appraisal taking on board the comments will be presented to the committee for approval at the next meeting on 7th September 2011

4     Update;

4.1. Financial update on Theme 1.2 Acknowledging and Dealing with the Past

The Steering Committee was presented with an overview of the current allocations against budget as at the 23rd June 2011.    It was noted that the Revised Net Commitment amount was miscalculated and the calculations need revised.

The total available budget for the Open Call is currently €27,316,405

5     Theme 1.2 Open Call Presentation and Discussion:  

Members were given a short presentation on the following:

5.1. Assessment and Selection Procedure:

Stage 1

·      An eligibility check and programme and priority/theme desk based assessment has been completed for all applications.

·     Applications require a minimum combined score on programme and priority/theme of 65% to progress to Stage 2 of the assessment and selection procedure.  Failure to score 65% would be a fail and the application proposed for rejection.

·     The Stage 1 Assessments will be presented to the Theme 1.2 Steering Committee for consideration and approval.

 

 

 

Stage 2

  • For those applications progressing to Stage 2 an efficiency and effectiveness (minimum score 26/65%) and cross cutting themes assessment (Minimum score 9-12 in each theme) will be carried out.
  •  Written clarifications will be sought and meetings where necessary will take place with applicants.
  • Applicants will require a combined score of 65% (130) to be recommended for funding.
  • For applications over £475,000/€690,000 an External Economic Appraisal is required.  I  The Economic Appraisal process will be completed in parallel with the Stage 2 Assessment process. A discussion took place regarding the External Economic Appraisal threshold and the reasons for lowering the level from £500,000/€750,000.   It was clarified that due to some projects applying for an amount slightly under the external economic appraisal threshold a lowering of threshold was needed to incorporate these applications.  It was also clarified that committee members may ask for an External Economic Appraisal to be carried out for any application which they see appropriate.
  • The final assessment report incorporating the Stage 1 Assessment and external economic appraisal, if applicable, will be presented to the Theme 1.2 Steering Committee for approval/rejection
  • It was noted that during the Stage 2 assessment and selection process the scores presented during Stage 1 may change as a result of the full assessment having taken place.

5.2. Peace Building and Reconciliation Overview:

  • Members were informed that the Peace III Operational Programme, Deloitte Review and SEUPB Guidance Notes on Project Selection (G1/PIII) and Principles for Implementation (G19/PIII) has provided the framework and the basis for assessments of peace and reconciliation impacts and the rationale for the recommended scores. 

5.3. Overview of Applications:

·        113 Applications were received.

·        9 Applications were deemed ineligible.

·        99 Applications were under consideration between the May and June Steering Committee meetings.

·        5 Applications rejected at the May Steering Committee meeting.

6     Project recommendations for consideration

6.1.  Stage 1 Assessments    

The Case/Development Officers were available to answer any specific enquiries from committee members.

All decisions have been recorded on the Stage 1 Decision Grid attached.

The Committee stopped for lunch at this point and Billy Gamble took over the chairperson’s role upon re-commencement of the meeting.

6.2. Request for Increase in Grant Aid – Queen Mary

 A discussion took place regarding the Queen Mary University of London’s request for an increase in grant aid and it was agreed to grant an extension of time but the request for additional monies was rejected.

6.3. De-committals, transfers and extensions

·       Teach Oscail (710), Wave (778), SEFF (1404), Wave (1461) and Falls Community Council (795) de-committal figures were confirmed

·       All other de-committals and transfers were noted by the Steering Committee.

7     AOB

The Steering Committee commended staff for the work that has taken place so far with regards to the Open Call assessments.
